 A joint discussion paper by Oxfam and CARE, titled "Who's counting? Issues and Options for Climate Finance in Vietnam" explores different issues and options around climate finance in Vietnam. It is intended to support dialogue and debate between civil society, research institutes, the Government of Vietnam and international donors about evolving nature of climate finance in the country. The paper ends with a number of recommendations on improving the delivery of climate finance, to ensure that it meets the needs of the most vulnerable people and communities, and to enhance transparency and accountability.
