Policy Research Brief 1: Enhancing Adaptive Capacity in Bhutan and Nepal

Adaptation is to be looked into as complimentary to the process of development planning. The need in both these countries where community based institutions are strong is to build up on the already existent adaptive capacity or resilience building measures. This research brief essentially outlines the way in which Bhutan and Nepal can move forward with adaptation planning in respect of socio-economic, political and climatic changes.

The research brief has recommended the following:
1. Strengthen and scale up some of the activities reinforcing resilience and build adaptive capacity in the face of uncertainty imposed by climate change. Climate change should be portrayed as a holistic, coordinated and focused “development opportunity”.

2. To cope with greater uncertainty, a useful approach is community and ecosystem vulnerability method of decision-making.

3. Build on adaptive capacity or resilience of ecosystems and community-based institutions as a first step toward adaptation planning.

4. Take decisions at the lower level

5. Not creating something new but using their experiences and scaling up the already existent resilience building activities.
