Airport

  • The Ninoy Aquino International Airport (NAIA) in Manila is the main international gateway that serves more than 30 airlines around the world.
  • NAIA Terminal 2 is the exclusive terminal of the country’s flag carrier Philippine Airlines (PAL).
  • NAIA Terminal 1 and Terminal 3 serve all other international carriers.

Local transport

A. Upon arrival in Manila

Upon arrival in Manila at the Ninoy Aquino International Airport (NAIA-Terminals 1 and 3), please proceed to the International Organizations Desk which is located right after the customs clearance area. If arriving at Terminal 2, please proceed to the taxi queue outside the arrival area.

Accredited transfer services on a pre-paid coupon may be taken from the airport to Ortigas Center (where ADB is located) for an approximate rate of Philippine Peso (PhP) 700 (about US$16.00). Accredited NAIA metered taxis (an alternative to prepaid coupon taxis) generally fetch lower rates than pre-paid transfer services.

B. In-City Transport

For participants who require public transport, there are three light rail lines (LRT1, LRT2 and MRT) that ply through Metro Manila. The Metro Rail Transit or MRT passes through the central business districts of Makati and Ortigas. The ADB Headquarters is within three to five-minute walking distance from the Ortigas station of the MRT. Participants may also avail of car rental services offered by hotels and transport providers.

Passengers are encouraged to utilize hotel service taxis whenever possible as drivers of hotel taxis are usually vetted by the hotel. This is particularly important for those who are new to the Manila area and unfamiliar with multiple routes leading to the desired destination. When taking a hotel taxi is not practical, the practice of hailing taxis from the curbside should be avoided whenever possible. It is a safer practice to book a taxi through an online booking service/application for Transport Network Vehicle Services (TNVS) like Grab. The dispatcher should be able to provide the license plate number of the taxi to be sent to your location, along with the name of the driver. If this information cannot be provided, you should seek a ride from another company.

C. Access to ADB

Registered participants will be required to present valid photo identification (passport, driver's license etc.) in order to receive their ADB-issued building access ID. Participants must then proceed to ADB's Auditorium at the Special Facilities Block to receive their Forum-specific ID. Both IDs must be worn at all times while inside ADB premises. These will be valid throughout the duration specified by participants in their online registration and will allow them to enter/exit ADB Headquarters through any of its gates.

Departure from Manila

On your departure from Manila, you are advised to confirm ahead of time with the hotel desk regarding your transfer arrangement to the airport or you can take regular taxi to go to the airport. Please prepare PhP550 or its dollar equivalent (about US$14) for payment of international terminal fee. Due to occasional heavy traffic between Ortigas Center and the airport, it is advisable to leave for the airport at least 3 hours before your flight departure.
